DART owns property across the North Texas region, including:
Manages the light rail right-of-way for DART’s Blue Line, Green Line, Orange Line, and Red Line, as well as light rail stations, transit centers, park-and-ride lots, bus facilities, and maintenance facilities.
Manages the railroad right-of-way for DART’s Silver Line commuter rail service, Silver Line stations, freight rail corridors operated on by BNSF Railway Company, CPKC, Union Pacific Railroad, Fort Worth & Western Railroad, and Dallas, Garland & Northeastern Railroad, and all other railroad right-of-way owned by DART. DART Railroad Management also manages the right-of-way for the Trinity Railway Express (TRE), a commuter rail service between Fort Worth and Dallas jointly owned by DART and Trinity Metro.
Any use of DART property requires a license agreement and/or a right-of-entry agreement issued by DART Real Estate or DART Railroad Management.

For construction projects requiring engineering review, a $2,500 nonrefundable application fee is required before DART will advance your application for use of DART or TRE property. For events and temporary uses of DART or TRE property, a $500 nonrefundable application fee is required.
Your application fee must be paid by check before your application will be reviewed by DART. Your application fee check must note the application number that was emailed to you by a DART representative upon the successful submission of your application.
Application fees are not charged to DART's member cities.

DART’s Engineering Checklists are intended to help you to design your construction project in compliance with DART's Design Criteria Manual and the American Railway Engineering and Maintenance of Way (AREMA) Manual. Completed checklists must be included in all application submittals. DART may apply additional requirements other than those listed on the checklists.
Insurance requirements may vary based on the location and nature of the construction activities. Typically, DART requires the following coverage:

One or more of the following may be required to be named as additional insureds, depending on the property that will be used: Fort Worth Transportation Authority (d/b/a Trinity Metro), Dallas, Garland & Northeastern Railroad, Fort Worth & Western Railroad Company, CPKC, BNSF Railway Company, and Union Pacific Railroad Company, Herzog Transit Services, Inc.
All insurance coverage must be in a form and content satisfactory to DART and be provided by insurance companies with a Best’s Rating of A-/VIII or better.

If people or equipment may enter within 15 feet of light rail tracks or within a 10-foot radius of the light rail catenary system, the following safety requirements apply: Flagging, Light Rail Worker Protection Program training, and Track Allocation Committee approval.
Flagging: Contractors using DART property are required to provide qualified flaggers at their cost.
Light Rail Worker Protection Program: Anyone who will be within 15 feet of light rail tracks must successfully complete DART’s Light Rail Worker Protection Program (LRWPP) training, which explains DART’s safety protocols and procedures related to work within or immediately adjacent to active light rail right of way. First-time LRWPP certification requires an 8-hour in-person training. LRWPP certification must be renewed annually. Re-certification requires
To attend DART’s LRWPP training, email DART Safety at [email protected] and state (1) if you are attending for the first time or re-certifying and (2) if you require LRWPP training to be conducted in English or Spanish. A fee of $100 per individual participant is required to attend LRWPP training.
Track Allocation Committee: Track Allocation Committee meetings are held every Wednesday at 2:00 PM at 3021 Oak Lane, Dallas, Texas 75226 (2nd floor break room). At the Track Allocation Committee meeting, contractors are required to make a brief presentation regarding the work that will be performed and answer any questions. If the work request is approved by the Track Allocation Committee, the work will be scheduled to begin the following work week (at the earliest).

If people or equipment will be entering within 25 feet of railroad tracks, the following safety requirements apply: Flagging and Roadway Worker Protection training.
Flagging: Contractors using DART or TRE property are required to provide qualified flaggers at their cost.
Roadway Worker Protection: Anyone who will be within 25 feet of railroad tracks must have successfully completed a creditable Roadway Worker Protection (RWP) training within the preceding year.
