Nadine Lee is the President & Chief Executive Officer of Dallas Area Rapid Transit (DART), a 13-city transit system covering a 700-square mile service area with bus, light rail, commuter rail, and paratransit services, where she leverages the talents
and expertise of 3,700 employees to deliver the People's Transit System.
Previously, Nadine was the Chief of Staff for Los Angeles County Metropolitan Transportation Authority (Metro). In this role, Nadine drove coordination and delivery
of projects, programs, and services across the organization to provide a world-class transportation system for the citizens of Los Angeles County. Three foundational culture-transformation functions were established under her leadership: Equity and
Race, Customer Experience, and the Better Bus Program. She also served as Deputy Chief Innovation Officer in Metro's Office of Extraordinary Innovation where she led the development of Vision 2028, Metro's 10-year strategic plan to increase prosperity
for L.A. County through improved mobility.
Prior to arriving in Los Angeles, Nadine led the development and implementation of the Flatiron Flyer Bus Rapid Transit for Denver’s Regional Transportation District (RTD), a project that
produced a 40% increase in corridor ridership in its first few months of service. Nadine also led the Northwest Rail and Commuter Rail Maintenance Facility projects in the FasTracks Program.
Nadine was appointed to the Leadership APTA Committee
in 2019 and is a past Director on the WTS International Board. She was awarded 2019 WTS International Woman of the Year. Nadine participated in the 2019 APTA International Study Mission to explore Mobility-as-a-Service (MaaS) in three European cities.
She also studied the role of performance management in improving service delivery in four Southeast Asia cities as part of the TCRP International Transit Studies Program. A registered Professional Engineer in Colorado and Kansas, Nadine received her
B.S. in Civil Engineering from the University of Missouri-Columbia.
Despite her engineering training, Nadine flexes her creative muscles in Adult Beginning Ballet several times a week and has participated in several performances.

Bernard Jackson serves as Sr. Executive Vice President & Chief Operations Officer for Dallas Area Rapid Transit (DART). He is responsible for the daily operations of the Operations Teams, including bus, light rail, facilities maintenance, GoLink, and mobility management.
With over 35 years of transit operations experience, Mr. Jackson has consistently developed industry-leading operational practices and has been at the forefront of driving employee engagement and customer satisfaction performance targets that have a real impact on the lives of transit riders.
Mr. Jackson joined DART from the Los Angeles County Metropolitan Transportation Authority (L.A. Metro) where he served as the Chief Operations Officer for service delivery. Prior to his time at L.A. Metro, he worked at the Chicago Transit Authority (CTA) for nearly 30 years. During his tenure at CTA, he held positions that included Vice President of Bus Operations and the Director of Rail Operations and was instrumental in establishing customer-focused performance measures to improve transit operations for the benefit of riders.
Mr. Jackson is a graduate of Loyola University in Chicago, where he earned a Bachelor of Arts degree in Sociology. He is also a member of the International Association of Public Transport (UTIP) and the American Public Transportation Association (APTA).
Amina Wolf has over 29 years of experience in the transportation industry. Ms. Wolf came to DART from Metro Transit in Minnesota, where she was previously the Interim Deputy Director of Garage Operations, managing five bus garages and around 1500 employees, including managers, assistant managers, dispatchers, and instructors.
In her 16 years at Metro Transit, her roles included Bus Operator, Light Rail Operator, Light Rail Supervisor, Assistant Transportation Manager, Disability Management, COVID Leave Project Manager, Garage Transportation Manager, and Chair of Advancing Women in Transit (Metro Transit’s first employee resource group). Her career is characterized by mentoring and developing innovative programs to best serve employees, riders, the organization, and the community.
Ms. Wolf received the 2021 Women’s Transportation Seminar (WTS) Rosa Parks Diversity Leadership Award for facilitating open and honest discussion cross-departmentally within Metro Transit following the murder of George Floyd in her hometown of Minneapolis. She has a Project Manager Development Program certificate and has managed various projects to improve workforce retention and recruitment processes. Ms. Wolf has participated as a panelist in Transportation Research Board research projects and recently became a member of the Union Internationale des Transports Publics (UITP) Bus Committee for DART.
Vice President of Mobility Management Services
Doug Douglas, a DART veteran of over 25 years, directs the Department of Mobility Management Services and chairs the Paratransit and Accessibility Advisory Group to DART. The department provides service requirements and functions for complementary ADA Paratransit services, including Certification/Eligibility, Service Development, Service Planning, Travel Training, Contract Compliance/Field Operations, and Parkland Hospital Shuttle Service Management. The department is also responsible for the administration of the Fixed Route Reduced Fare Program for Persons with Disabilities and the provision of DART Innovative Services, which includes GoLink and Flex Service Routes; and managing the Mesquite and UTD services.
In addition to the programs listed above, the department is actively engaging in efforts to coordinate transportation with health and human service providers, non-profit organizations, faith-based, medical, and similar agencies, as well as other local or regional transportation providers. The department is also responsible for the implementation and ongoing efforts related to the My Rides North Texas project, which is a website and app identifying transportation resources for Veterans, People with Disabilities and others in the North Central Texas Region.
As Vice President, Maintenance of Way & Facilities Maintenance, James Joyce leads the department responsible for DART’s Maintenance of Way, as well as managing all DART Facilities. He is also responsible for the maintenance of DART’s transit centers, Light Rail Stations, bus stops, and the escalators and elevators throughout DART’s 700 square mile service area.
He is responsible for ensuring that the Track Department, Signaling System, and Overhead Centenary Systems meet or exceed national safety standards. He also supervises Rail Communications, Passenger Amenities, and all Maintenance Training. Long range planning for these divisions is included in his administrative duties.
James has an extensive background in light rail track and signals having worked for DART for 25 years and at Hitachi Rail (formerly Ansaldo STS) prior to joining the DART team. James is a member of DART's Executive Management Operations Team.

Daryl Brown is a highly accomplished leader with over 36 years of experience as a rail consultant and in rail operations with Chicago Transit Authority (CTA). Mr. Brown began his career as a humble train operator and worked his way through every rail operations position at CTA. His most recent position was the Director of Rail Operations, where he managed every aspect of day-to-day rail service delivery, including 3,200 employees, 145 rail stations, 1,400 rail cars, 224 track miles, and 8 rail lines moving over 500,000 passengers each weekday.
Mr. Brown brings high-energy to the Rail team and a proficiency that is focused on employee development and improving the customer experience. He has exceptional communication, project management, and transportation skills. In his role as Vice President of Rail Operations, Mr. Brown oversees the light rail transportation and fleet maintenance functions within the agency. He manages 163 light rail vehicles, Dallas Streetcar, 93 track miles, and 65 stations.

Anthony Fuller is responsible for the day-to-day leadership of the Trinity Railway Express (TRE) and serves as Dallas Area Rapid Transit's (DART) liaison with the Fort Worth Transportation Authority (FWTA), who jointly owns the 35-mile commuter rail line with DART. He is also responsible for managing over 200 miles of DART-owned freight rail corridors. DART’s Silverline is currently under construction and will begin operation sometime around the end of 2025.

Kay Shelton serves as Chief of Staff and Chief Strategy Officer for DART, and is responsible for internal issues resolution, project oversight, policy review and development, and strategic plan execution. She also serves as a liaison for the Executive Office.
Prior to serving as Chief of Staff, Ms. Shelton served in a variety of roles for the DART Capital Planning group, including Vice President. During her tenure, she has been responsible for long-range transit system plan updates including a variety of studies, planning efforts, and project development for capital projects to help sustain and grow transit’s role within the region, enhance the customer experience, and accommodate strong regional growth. She also led significant agency, stakeholder, and public engagement to build consensus around projects and programs.
Ms. Shelton most recently led the development of the new Point B Strategic Plan for the agency which was approved in June 2024. This plan seeks to advance DART’s role as a strategic mobility and economic asset for the region through six transformative goals. She oversees the Strategy & Transformation team, which is focused on supporting the advancement of agency-wide Strategic Plan initiatives to further DART’s organizational effectiveness.
Ms. Shelton has a B.A. in Economics/Business from UCLA and a Master’s Degree in City Planning from San Diego State University. She is active in the community, serving on the boards of the Lake Highlands High School (LHHS) Education Foundation and the McKinney Avenue Transit Authority (MATA), and is a member of 2024 Leadership Dallas class.
Tina Mörch-Pierre serves as Vice President of Strategy and Transformation for Dallas Area Rapid Transit (DART). She is responsible for advancing agency-wide Strategic Plan initiatives to enhance DART’s organizational effectiveness. Ms. Mörch-Pierre oversees strategic initiatives, innovation projects, lean process reviews, in-house consulting, performance monitoring, and policy review, with a focus on improving service efficiency, exploring advanced technologies, and fostering strategic partnerships.
Ms. Mörch-Pierre has over 25 years of experience in the transit and healthcare sectors, with a strong track record of leading large-scale projects, including the award-winning GoPass® app and implementation of innovative solutions such as the GoPass Tap Card and GoLink services. Prior to her current role, she served as Sr. Director of Innovation & Tech Services at First Transit/Transdev, AVP of Innovation, Payment Systems, & Statistical Reporting at DART, and System Administrator at Texas Health Resources.
Ms. Mörch-Pierre holds a bachelor’s degree and an MBA from Texas Woman's University and completed DART’s Certificate in Executive Leadership at SMU's Cox School of Business. She is actively involved in the transit industry, serving on several advisory boards and frequently speaking at transportation conferences. In addition to her professional accomplishments, Ms. Mörch-Pierre is dedicated to community service as the Secretary of the EL Roi Foundation, which helps disadvantaged communities.
Dee Leggett, a nationally recognized transit leader, has over 20 years of experience in the planning, development, and operation of public transportation projects across the country. As DART’s Executive Vice President/Chief Development Officer, Dee directs and oversees the Development Department which includes Capital Planning, Service Planning & Scheduling, Engineering & Technical Services, Real Estate & Economic Development, Capital Design & Construction, and Development Program Support. She is currently serving as the Project Executive for the Silver Line, a 26-mile commuter rail system connecting into Dallas Fort Worth International Airport, and the agency’s multimodal System Modernization Program.
Having worked in both the public and private sector, Ms. Leggett brings a diverse perspective to her role at DART. Prior to joining DART, she served as Hatch LTK’s Vice President for the South-Central Region and Director of Zero Emissions Technology. In that role, she oversaw projects and client engagement for all transit and rail clients in the South-Central Region of the United States. She has also served as a regional executive with First Transit and as a member of the Executive Leadership Team at Denton County Transportation Authority.
Ms. Leggett has a bachelor’s degree in History/Political Science from Union University in Jackson, TN, and a master’s degree in Public Administration from the University of Texas at Arlington. She holds her AICP from the American Planning Association and is a graduate of Leadership APTA.
Caitlin Holland serves as the Vice President of Real Estate and Economic Development. She manages and oversees the agency’s real estate, economic development, and railroad management departments.
Ms. Holland joined DART in 2021 as Senior Assistant General Counsel where she supported real estate, right of way, and third-party transactions and negotiations for DART’s major capital programs including the Silver Line and transit-oriented development projects. Before joining DART, she acted as legal counsel for a real estate development company in Southlake. Ms. Holland also previously represented educational institutions in the Greater Houston Area and served as a criminal assistant district attorney in Midland.
Ms. Holland earned a Juris Doctor degree from Baylor University and has a Bachelor of Arts in Public Relations from Texas Tech University, graduating summa cum laude.
Trey Walker is the Vice President of Capital Design and Construction for Dallas Area Rapid Transit. In his role, he leads a team responsible for civil design and construction for a variety of DART assets. Mr. Walker is also leading DART’s Silver Line Commuter Rail project extending from DFW Airport to Plano.
Prior to joining DART, Mr. Walker was the Chief Development Officer at WeGo Public Transit in Nashville, Tennessee. In this capacity, he directed a team responsible for the agency’s service development, planning & grants, engineering & construction, and facility maintenance efforts. During his time in Nashville, notable achievements included new facility design and construction, service reliability improvements, and service improvements addressing post-pandemic travel patterns. Before entering public transit, Mr. Walker worked as a design consultant providing value-engineering solutions to deep foundation contractors and providing emergency response services to Class I railroads. These experiences help bring a pragmatic and expedited approach to project delivery to improve customer experience.
Mr. Walker has a Bachelor’s degree in Civil Engineering from the University of North Carolina at Charlotte, a Master’s degree in Civil Engineering from Auburn University, and a Master’s degree in Civic Leadership from Lipscomb University. Mr. Walker is a licensed Professional Engineer. He is also a member of the Leadership APTA Class of 2023.
Darryl Spencer has more than 30 years of varied transportation experience in Project Management, Project Engineering, Fleet Engineering, Facilities Construction, Systems Engineering, Configuration Management, and Asset Management. Currently, he is serving as the Vice President of Engineering & Construction within the Development Department, overseeing civil, systems and fleet engineering, and leading the agency’s state of good repair and systems modernization programs. Under his leadership, the design, engineering, and construction teams current focus is on procuring the next generation of bus and rail fleet including upgrades to the various systems and facilities associated with that infrastructure.
Mr. Spencer has a Bachelor of Science Degree in Mechanical Engineering from Prairie View A&M University and is a Licensed Professional Engineer. He has numerous professional affiliations, serves on a multitude of technical and professional committees, and has written and/or contributed to various professional technical publications.
Rob Smith, has over 40 years of transit planning experience, mainly focused on service planning, within Dallas, Austin, Corpus Christi, and Chapel Hill, NC. He has also worked in the private sector as a consultant.
Currently, Mr. Smith is serving as the Vice President of Service Planning and Scheduling. His responsibilities include leading Service Planning, Service Scheduling, Service Analysis, Passenger Amenities, and related activities for the agency. Recently, he managed DART’s Bus Network Redesign project, which resulted in a complete restructuring of DART bus service in January 2022, and is currently managing the next phase of DART’s bus network redesign efforts.
Mr. Smith has a Bachelors’ Degree from the University of Washington, and a Masters’ Degree in Regional Rail Planning from the University of North Carolina at Chapel Hill.
Jamie Adelman serves as the Executive Vice President (EVP) and Chief Financial Officer for DART, and oversees Accounting, Financial Planning and Analysis, Payment Systems and Statistical Reporting, Risk Management, Technology, and Treasury. She has more than 18 years of professional experience, including six years in public accounting with a focus on government agency audits.
Ms. Adelman pivoted to transit in 2012, joining Sacramento Regional Transit District (SacRT) as a Senior Accountant where she excelled, eventually rising to VP of Procurement, Real Estate, and Special Projects. Notable projects executed under her leadership include the annexation of two cities into SacRT and the development and deployment of a free transit program for K-12 students, as well as service transitions, fare system deployments, real estate surplus sales, and an administrative campus move.
Since joining DART in December 2023, Ms. Adelman has continued to leverage her expertise to ensure sound financial practices that support sustainable growth and exceptional service.
Ms. Adelman has a Bachelor of Science in Business Administration with a concentration in Accounting from California State University, Sacramento.
Dr. Julius Smith serves and leads as the Vice President Chief Information Officer for Dallas Area Rapid Transit (DART). In this role, he oversees DART's technology systems, technical strategic direction, and critical technology operations. He identifies opportunities to support the Agency’s expansive transit network by applying innovation, cybersecurity, digital technology, data science and governance, automation, and enhancing employee and customer experiences. His expertise has enhanced regional mobility experiences in real-time information technologies, digital payment systems, and security.
Before joining DART, he held leadership roles in the Department of Defense. In his professional journey, Dr. Smith also held the prestigious position of Chief Information Security Officer, responsible for IT and OT cybersecurity.
Dr. Smith earned his doctorate from Regent University School of Business and obtained security and technology certifications throughout his career. Dr. Smith and DART are the 2023 IBM Reliability MaximoWorld Best Implementation Award recipients. He is a 2024 North Texas Orbie Award Dallas CIO of the Year (Large Corporate) awardee and a 2024 Information Technology Senior Management Forum Technology Executive of the Year (Nonprofit/Public Sector) winner. Dr. Smith served on the DART team that won the American Public Transportation Association's (APTA) 2019 Innovation Award for the GoPass app, the nation's first public transit ticket-purchasing app.
Dr. Smith is the American Public Transportation Association (APTA) Chair for the Enterprise Cyber Security Working Group (ECSWG) and serves on the CIO Transit Consortium's Board leadership. He is a member of the Leadership APTA 2024 Cohort. He is an appointed State of Texas Cyber Security Council member, a member of the DallasCIO Advisory Board, and the Dallas CISO Governing Body. Additionally, he is a board member of One Man’s Treasure, a Dallas-Fort Worth non-profit organization.
Jeamy Molina is currently the EVP & Chief Communications Officer at Dallas Area Rapid Transit (DART) and leads the communications, marketing, and governmental relations departments. She is responsible for proactively driving corporate brand identity and company culture through internal and external channels, leveraging media relationships, marketing initiatives, social media, speaking engagements, employee communications, and more. As an active representative for the DART President & CEO and the organization at large, she advances DART’s customer-centric narrative, demonstrating care for both riders and the community, while embedding the value that DART inherently provides.
Prior to joining DART, Ms. Molina was the Director of Communications for Parkland Health Foundation and the Trinity Park Conservancy. She led her own strategic communications consulting business, was the Sr. Communications Manager at Sunoco, LP, and worked for almost 10 years in communications at Oncor in Dallas.
Ms. Molina has spent her career as a communications strategist, successfully positioning and telling the stories that give the organizations she has worked with a powerful voice in the community and with their audiences. She has experience developing and implementing strategies for customer and employee communication, advertising, brand enhancement, and building effective teams. She has wide-ranging on-camera, radio, and print interview experience related to community issues, public policy, and strategic corporate issues. She has been a key leader in facilitating cultural change through the development of innovative programs, initiatives and integrated plans that address the ever-changing communication and community challenges.
In 2022, she was named as the Public Relations Society of America (PRSA) Dallas Chapter 40 Under 40. She is a Board Member for the Friends of the Latino Cultural Center and a 2017 Fellow for the Latino Center for Leadership Development. In 2012, she was named one of the PR News People to Watch “Rising Stars of PR.”
Ms. Molina has a Bachelor of Science in Corporate Communications from The University of Texas at Austin.
Anna Kurian is the Vice President of Public Relations for DART. In this role, she oversees the organization’s Social Responsibility efforts, special events team, internal communications team, and digital communication and media relations teams.
Prior to joining DART, she served as the Senior Director of Marketing and Communications at the North Texas Food Bank- one of the largest non-profit organizations in North Texas. In this role, Anna served as a company spokesperson while overseeing internal communications, marketing, and events efforts, as well as media relations and social media for NTFB.
Prior to her work at the food bank, Anna served as a company spokesperson, social media contributor, and company writer for Oncor, a Dallas-based electric transmission and distribution company. Notable accomplishments include helping to launch The Wire, an online newsroom with original content about the energy industry, technology, and the environment.
Anna is a proud Mustang with a bachelor’s degree from SMU. She is a Dallas native, currently residing in Southwest Dallas.

Donna Johnson has over 35 years of Safety experience and 20 years of service at DART. Currently, she serves as the Senior Vice President & Chief Safety Officer, where she manages the agency’s safety program ensuring the protection and safety of DART employees, contractors, passengers, stakeholders, equipment/property, and the public.
Ms. Johnson is an accomplished safety leader and has an extensive background in bus/rail safety, operations safety, industrial safety, medical compliance, and regulatory compliance. Previously, Ms. Johnson managed safety programs at three major corporations (PepsiCo, Coca Cola, and Concentra) and was responsible for ensuring the safety of over 35,000 employees in 20 states under several U.S. Department of Transportation (USDOT) operating administrations; Federal Highway Administration (FHWA), Federal Motor Carrier Regulations (FMCR), Pipeline and Hazardous Materials Safety Administration (PHMSA), Federal Aviation Administration (FAA), and Federal Transit Administration (FTA).
Ms. Johnson was recently appointed by the U.S. Secretary of Transportation, Pete Buttigieg, serving a two-year term on the Department of Transportation’s Transit Advisory Safety Committee working to improve safety for the transit industry and its 2.5 million riders.
Ms. Johnson holds multiple professional safety certifications from the World Safety Organization and the U.S. Department of Transportation Safety Institute. She is a member of the APTA Safety Committee and the Texas Transit Safety and Security Professional Organization.
Rosa Medina-Cristobal serves as the Senior Vice President (SVP) & Chief Human Resources Officer for Dallas Area Rapid Transit (DART). She is responsible for directing and overseeing the people functions of the agency in accordance with applicable policies, practices, laws and regulations. She is also responsible for strategic human resources leadership and planning to attract and retain the best people talent available.
Ms. Medina-Cristobal has more than 25 years of Public Administration experience and has significantly impacted the public sector and public transportation. She began her career as an intern in the human resources department at the City of Grand Prairie and has progressed through the same channels in various positions from Human Resources Generalist to her current role as SVP & Chief Human Resources Officer at DART.
Ms. Medina-Cristobal has professionally stamped numerous cities and transportation authorities, such as the Corpus Christi Regional Transportation Authority, VIA Metropolitan Transit in San Antonio, and DART.
Mass Transit Magazine selected Ms. Medina-Cristobal as one of their Top 40 Transit Professionals under 40 in 2013. She has participated in the ENO Mid-Level Manager Seminar, the National Transit Institute (NTI) Transit Academy, and the Texas Transit Institute Leadership Class. She is a graduate of the American Public Transportation Association’s (APTA) Leadership class of 2023 and most recently has volunteered to chair Latino’s In Transit’s (LIT) Workforce Development Task Force.
Ms. Medina-Cristobal earned her bachelor’s degree in Political Science from the University of Texas at Arlington and her master’s degree in Public Administration from Texas A&M University at Corpus Christi.
Michael has over 30 years of leadership experience in major organizations, including Managing Director of Diversity Strategies and Work Environment at American Airlines, where he led the teams responsible for advancing the company’s efforts in diversity for employees, customers, and suppliers.
He is a proven leader with a unique interdisciplinary business background in the financial services, transportation, and higher education industries. This includes executive experience in Credit Risk Operations, Customer Services, and Human Resources at American Express and Citi. He oversaw Diversity & Compliance at the University system level at the City University of New York (CUNY). He led the development and execution of a comprehensive approach to diversity, equity, and inclusion at the State of New York Metropolitan Transportation Authority (MTA).
Michael is skilled in strategic design, communications, people development, improvement planning, sustainability, toolkits, and workshop delivery. He has an MBA and enjoys travel, music, and time with family and friends.
Gene Gamez serves as the General Counsel for Dallas Area Rapid Transit (DART) and provides legal advice and assistance to the DART Board of Directors, the President & Chief Executive Officer, the Chief Audit Officer, and the Board Administrator. In this role, he oversees the DART Office of General Counsel.
For 18 years, he served as the agency’s Assistant General Counsel and Senior Assistant General Counsel, where he defended DART in personal injury cases, labor and employment matters, contract disputes, civil rights cases and civil appeals, and acted as legal advisor to the DART Police Department. In 2019 he was selected as DART General Counsel.
Mr. Gamez has been a licensed attorney in the State of Texas since 1997. Prior to joining DART, he served as a Dallas County Assistant District Attorney for three years, prosecuting felony and misdemeanor cases. He has a background in Social Work and served in the United States Marine Corps Reserve.
Mr. Gamez graduated from Texas Southern University’s Thurgood Marshall School of Law. He earned a Bachelor of Social Work and a Master of Science in Social Work from the University of Texas at Arlington.

Board Administrator of the Office of Board Support
As a Direct Board Report to the Board of Directors, the Board Administrator is the primary contact and liaison for the DART Board, DART staff, and the general public on behalf of the DART Board. The Board Administrator also serves as Secretary to the Trial Board and as the Administrative Law Judge Secretary.
The Office of Board Support provides administrative support and acts as the primary liaison for the DART Board of Directors.
