Every year, DART adopts an annual budget and a 20-year financial plan, consolidated into the reports below (previously known as the business plan). Each report provides the DART Board, customers, residents, elected officials, and other stakeholders with a comprehensive summary of the agency’s plans to create best-in-class mobility experiences that help people and communities connect and flourish.
The operating, capital and non-operating, and debt service budgets are developed to support the Board’s strategic priorities while maintaining long-term financial stability. The result is a fiscally responsible budget that supports the agency’s mission and reflects continued improvement in the efficiency, effectiveness, and quality of our services.
The 20-Year Financial Plan represents a robust long-term projection of DART’s operating revenues, funding, operating expenses, capital expenses, and other financial information. Based on current information and assumptions, the plan demonstrates that DART has the financial capacity to meet our 2045 Transit System Plan commitments, continue existing bus, light rail, and other service levels, and repay our debt.
Audits are a best practice in well-managed organizations, and audited statements reassure stakeholders that the agency is financially sound and creditworthy. Texas Transportation Code Chapter 452 requires DART to complete an annual financial audit and a performance audit every four years. We also audit our defined benefit and defined contributions plans each year per the Texas Pension Review Board and DART’s Board-adopted Financial Standards.
Financial statements indicate an organization’s financial performance over a selected period. DART, for example, prepares its financial statements as of the end of its fiscal year. Financial statements include revenues, expenses, net income, assets and liabilities, and cash inflows and outflows.
Audited financial statements, including the Annual Comprehensive Financial Report and our retirement plan audits, have been examined by a certified public accountant (CPA). The CPA ensures the statements are materially accurate and comply with Generally Accepted Accounting Principles (GAAP) and, in DART’s case, standards issued by the Governmental Accounting Standards Board (GASB).
Every four years, DART engages an outside firm with transit agency audit experience to:
• Evaluate information that state and local officers need to perform their oversight responsibilities
• Recommend actions DART could take to improve its operations’ efficiency and effectiveness
Each performance review examines one or more functional areas of DART, its compliance with applicable state law, and several key performance indicators. The functional areas are administration and management, transit operations, and transit system maintenance, and each one must be included at least once every third audit (12 years).

Sales Tax Memos
DART is largely funded by a 1% sales tax on purchases in our service area, which voters approved when the agency was created in 1983. Because sales tax represents our largest source of revenue, sales tax projections are the most important estimate in our financial plan. We track receipts closely and report actual and budgeted sales tax collections to Board members each month. Click below to view and download these memos.
